Overview

The new Downtown Comprehensive Plan is a complete revision to the comprehensive development plan for Anchorage’s central business district. Its purpose is to:

  • Guide future growth & development in Downtown, and
  • Encourage Downtown’s revitalization as a vibrant, mixed-use city center.

As part of the Downtown Plan process, the firm Robert Odland Consulting was retained to develop a revised land use & development code for Downtown. The Downtown Development Code intends to establish new use districts & development standards to implement the Downtown Plan.

The Downtown Plan provides guidance on page 98 for the overall regulatory structure of the Downtown Development Code.

The Downtown Plan established a vision and six overarching goals from an extensive community involvement process. To achieve its goals, the Plan recommends a strategic framework of:

  • Land uses & districts
  • Development incentives
  • Transportation improvements
  • Urban design guidelines, and
  • Implementation actions.

The Downtown Development Code is integrated into the Downtown Plan process to provide a closer link between policy & implementation. Upon completion, the Downtown Development Code will fit within the framework of Title 21, the Municipal land use regulations.

Preparation of the revised Downtown Development Code has begun. A public review draft will be released in 2008.
